They may be correct but have you checked that current is actually reaching the glowplugs?  Like you, I would have thought that priming the system via the rubber bulb would help a bit - and its always worth while checking that there is absolutely no air in the fuel system on these.

Sounds like they didn't bleed it through properly or have damaged/failed to tighten a fuel line somewhere. Diesel injection pumps rarely give trouble and as there's no such thing as coincidence in engineering the fact that you've just had your glow plugs changed (which is a fidly job) I bet the symptoms are related. They probably removed a diesel injector pipe from either injector or at the back of the pump to get to the glow plugs.
If the pump had gone, the car wouldn't start at all. When you say the car only starts when keeping it spinning on the key, I assume it eventually does fire and run normally?

If it dont run right cold, change the blue temp sender.
If it aint got a spark, check earths, coil connections.
If it idles like ****, clean the ISV and throttle body.
For all other problems, use a hammer

Yes as soon as it starts it starts and runs ok with no problems all day need someone to look at it otherwise its going up for sale

Dont think so they only changed the glow plugs orange light comes on for about 30seconds before starting where is the relay ? ?

if you get a multimeter on one of the plugs, get someone to turn ignition key on and see how long you get a voltage reading for. Should be around 15 - 20 seconds from cold. If you dont get this, or nothing at all then it'll be the relay (probably!)

Not sure where it is on citroens, but peugeots have them bolted to the wing under the bonnet. Look for a black box with a heavy cable that goes to the glow plugs

How soon after you collected the car from the garage did you experience difficult starting?
Maybe the garage has failed to connect up one or more of the glow plugs connectors?.
On a warmed up conventional diesel engine, glow plugs are not normally required so if any of the 12volt feeds to the plugs are loose or the tiny nuts keeping the cable ring connectors have been lost whilst fitting, a loose cable will cause glowplug problems. The dashboard glow-plug warning light will still illuminate even if one or more plugs are faulty or worn out. The glow plug relay will try to do its job regardless of whether there's current to the glow plugs.
Another possibility - perhaps they charged for new glow plugs but didn't actually fit them.
Have a good look and follow the cable that links all 4 glowplug. Make sure they are all tight and secure. Use a torch as they're difficult to see among all the pipes, hoses and cable looms.

checked all  the wiring and everything seems connected nothing loose
i noticed the fault about a week ago and phoned my local garage who suggested the glowplugs where gone they fitted new ones at a cost of £130.00 saying the glow plugs where £45.00 ? ? the next day same problem starting phoned him and was told it's the pump returning fuel to the tank but even if you prime it first it's still the same they are new glow plugs just checked i think you may be right as to the glow plug relay will have to find where it is and try that if i can find it,
 otherwise it will be a trip to another garage that i know repair citroens in woodford essex
i dont really want to sell it as it has been in the family since 2 years old and had a lot of money spent on it but if push comes to shove it will have to go

my 95 xantia 1.9td has developed a fault it go's to fire first thing of a morning but refuses to start unless i keep the engine turning over on the key i have just had new glow plugs fitted by my garage
and know they inform me the pump is returning fuel to the tank and needs a new one
at more than the cars worth you can guess
i have tryed primming it before starting but dosent make any difference once started it will start ok all day
